Move punctuation/comma into quotes for <xref>s 
We are using American rule for punctuation/comma vs. quotes.  We've
fixed most cases but not <xref>s.

askforhelp: Add a note to stop people from spamming upstream 
I've seen two cases of invalid upstream "bug" reports this month because
the user has (mis)built LFS.  Let's stop this before irritating the
upstream maintainers.

a0ed201f90 Edited fpr idiom and style. Broke up a couple of run-on sentences. 
Mr. Webster  says it's "up-front". Reworked one sentnece to avoid
using a colon after the verb "to be".
