Phase I02 of the integration megaplan: temp HAL shared & starvation fix.

  • Share onewire temp HAL across both boards (board_pin_temp(), esp32+esp32s3 shared source)
  • Fix temp_task starvation bug on non-WROOM (hal_temp_tick always blocks >=750 ms)

Verified: host tests pass; CI run 38616 builds esp32 and esp32s3 firmware successfully. S3 flash watchdog check pending hardware access.
