Implementation order (locked)

#183 — Feature foundation. Adds paper size and quality pickers to Stage 2 UI. Required before bug fixes that populate these pickers.
#180 — Bug fix. Completes Epson quality option enumeration (EPIJ_Qual key). Depends on #183 for the quality picker UI to show options.
#181 — Bug fix. Fixes Canon media type locale priority in PPD parsing. Depends on #183 for the media type picker to show correct labels.
#186 — Bug fix. Applies selected printer/settings in NSPrintPanel. Depends on #183 (paper size/quality selection exists), #180 (all quality options available), #181 (correct media type labels).
