fix(issue): include owner and repo in dependency request bodies

Gitea resolves the IssueMeta body against owner+repo, not only the
URL. The SDK type only has Index, so block/unblock/add/remove
dependency calls looked up a repo named "". Send the path owner/repo
in the JSON body via DoJSON.
